Scott T. Winget, Psy.D., ABSNP is a Maryland Licensed Psychologist and Managing Director of the Monocacy Neurodevelopmental Center. He is a Board Certified Diplomate with the American Board of School Neuropsychology. He earned his Doctorate in Psychology from the Rosemead School of Psychology at Biola University in La Mirada, California. He completed his Pre-Doctoral Clinical Psychology Fellowship at Yale University School of Medicine. Dr. Winget provides assessment and treatment services and has been practicing in Maryland since 1991.

Ralph McBee, Psy.D., BCBA-D is a Maryland Licensed Psychologist and Co-Director of the Monocacy Neurodevelopmental Center. He is a Board Certified Behavior Analyst. Dr. McBee earned his Doctorate in Psychology from Wheaton College in Illinois. He completed his Pre-Doctoral Clinical Psychology Internship at Pine Rest Christian Mental Health Center and Devos Children’s Hospital in Grand Rapids, Michigan. Dr. McBee provides behavioral assessment and treatment services and has been practicing in Maryland since 2001.

Rachael Llewellyn, M.S., BCBA

Rachael Llewellyn, M.S., BCBA, LBA earned her Masters of Science in Applied Behavior Analysis and Bachelors of Science in Psychology from Shenandoah University in Winchester, Virginia. She has been practicing Behavior Analysis as an RBT since 2014 in Virginia, and became a BCBA in 2017. Rachael specializes in early intervention practices for children diagnosed with Autism Spectrum Disorder.

Rose Dorsky, M.S., BCBA

Rose Dorsky, M.S., BCBA, LBA earned her Bachelor’s degree from Franklin and Marshall College, and Master’s in Applied Behavioral Analysis from The Chicago School of Professional Psychology. Prior to Monocacy, Rose was doing in-home behavior therapy as an RBT throughout the D.C./MD/VA area for 4 years. Her additional work experience includes a year as a behavior technician at an ABA based private school, and a year working with adults with disabilities, implementing behavior intervention plans and supporting independence with daily living skills. Rose specializes in early intervention and verbal behavior practices for children diagnosed with Autism Spectrum Disorder.

Donna Marrapodi

Ms. Marrapodi is responsible for the day-to-day operation and management of the administrative office, including billing and supervision of the administrative staff. She has more than 20 years of experience in administration with an emphasis on human resources, employee relations, recruiting, and personnel development. Ms. Marrapodi received her B.S in Business and Finance from Mount Saint Mary’s University.

Emily Serrano is the Monocacy Start Center Administrative Assistant. She is responsible for front office support, client intake processing, and is the initial contact for applicants for our Behavior Technician position. Emily has 5 years of customer service and administrative experience, and she focuses on creating a professional and comfortable environment for clients.

Steven Feifer, D.Ed. ABSNP

Steven G. Feifer, D.Ed., ABPdN is dually trained as both a nationally certified school psychologist and board-certified pediatric neuropsychologist, having completed research stints at the National Institutes of Health. He has more than 20 years of experience working directly in the schools.


Dr. Feifer has earned numerous distinctions throughout his career including being awarded the Maryland School Psychologist of the Year, the National School Psychologist of the Year, and recently received the Outstanding Contribution to the Education and Training of Psychologists award by the Maryland Psychological Association.

He remains a popular speaker at many state and national conferences, and has authored eight books and numerous research articles on learning and emotional disorders in children. Lastly, Dr. Feifer has authored three tests on diagnosing learning disabilities in children, all of which are published by PAR.
